Katy Mattingley

I'm an Associate Director in the monitoring trustee and competition services team, with over 25 years of experience as a chartered accountant. I bring a multidisciplinary perspective shaped by a career spanning audit, restructuring and insolvency, and two banking secondments. This diverse background underpins my work in providing monitoring trustee services to companies subject to merger control, antitrust or state aid investigations. 

Since 2014, I've specialised in monitoring trustee roles, contributing to over 20 competition cases involving both behavioural and structural remedies. My experience includes:  

• overseeing divestment commitments under a final order issued due to national security concerns 
• monitoring divestment and behavioural remedies implemented by four European banks following state aid interventions 
• managing complex, pan-European carve-out and divestment obligations in the steel industry 
• supervising long-term behavioural commitments in the financial services sector 
• monitoring divestment undertakings across the medical, pharmaceutical, and transport sectors. 

In addition, I have conducted subsidy control and state aid assessments in six cases under the UK’s Commercial Market Operator Principle and the EU’s Market Economy Operator Principle frameworks. 

As a monitoring trustee, I ensure companies comply with commitments made to regulators, such as the CMA, European Commission and other global authorities, to secure merger clearance or resolve antitrust and state aid concerns. Beyond compliance oversight, I also support companies in implementing effective processes and controls to meet their obligations.  

Outside of work, I'm a competitive netball player and coach, bringing the same discipline and teamwork to the court as I do to my professional practice.
