I am a partner and practice leader of our public services advisory team. I have more than 20 years’ experience in infrastructure development, public sector contracting and wider consultancy, both in the UK and overseas. I am currently working on a number of major infrastructure projects advising both central and local government clients on the funding, structuring and procurement options for the delivery of projects. I have also advised the American, Qatari Norwegian, Irish and Indian governments on the application of public private partnerships (PPP) to infrastructure and transport projects.
I have an in-depth knowledge of rail franchise and concession agreements, having advised on number of transactions over the last 10 years. I also provide strategic and financial advice to a number of clients on the delivery of their infrastructure investment plans advising the board to develop the strategic thinking behind how best to take forward their schemes in order to attract the necessary public sector investment.
I have written papers, including 'Using Financial Models in Negotiation', 'The considerations for project financing in the Transport sector' and 'Managing Life Cycle Risks'. I am also guest lecturer covering infrastructure financing at Oxford University’s Transport Studies Unit school.
Outside of work, I enjoy regular exercise and am a keen golfer with a very competitive handicap. I also enjoy spending time with my family, walking in the glorious Scottish countryside.
